With loving greetings from all souls at this station, this is Matthew. We have been asked about the speculation that the United States government had a hand in downing the Malaysian plane in Ukraine and the accusations that the Russian government did. Our colleagues in Nirvana say neither is responsible—it was the work of the “black ops” arm of the Illuminati-controlled faction of the CIA, the same force that is egging on the pro-Russian separatist movement in Ukraine.    

That faction, which operates independently of all governments’ oversight, respects no national borders. Wherever some citizens are dissatisfied with their elected leaders, the agents either instigate or exacerbate uprisings to heighten tension, implicate whatever national leaders would be appropriate and help the dissidents obtain weaponry and supplies. “Black ops” personnel, like the rest of the Illuminati, feed on negativity, and their means of refueling themselves is creating negativity-laden chaos, fear, death, injury, sorrow and destruction.

The Illuminati’s international network has been so severely weakened that they no longer are the overriding force they were many decades past, when  they easily started two world wars and in each profited handsomely by selling to both sides whatever was needed to keep the machinery of war going. Although their ability to start WWIII and add to their ill-gotten fortunes never was to be except in their deluded thoughts, they are nourishing themselves for the moment with the negativity of concerns about where fighting in Ukraine may lead and high emotions about the plane tragedy and its aftermath.

However, all of that must be put into the context of everything happening everywhere, and we ask you to imagine your world as a unique story being made into a movie. Let us ascribe “screenwriter” to the universal mind since it has full vision of this epic film’s ending amidst the marvels of Earth’s Golden Age. And let us call you the “publicists”—you have been briefed on the story and how it ends so you can talk about it to whoever is receptive.

You also are in the cast of billions, all of whom are given free rein to act however they think best fits the scenario at hand. So, behaving in accordance with respective personalities and characteristics, a few actors are ruthless in efforts to monopolize the scene while others strive for a team effort to serve the interests of all. Some members become angry about the way the story unfolds, others are pleased, still others are discouraged, and many in the cast are confused. Some actors behave unreasonably, others urge cooperation so things can proceed smoothly; and as some rise in prominence, others fade. Some cast members feel their parts are too small, others feel theirs are too hard; some think the film will be a success, others are afraid it won’t be. Cast members die, newborns come into it. And, since each actor’s main focus during filming is his or her part, it is only when the entire cast views the completed production that they can see why all of the roles were necessary to make this motion picture of unprecedented stature and scope.

Perhaps that is a feeble analogy, but it is accurate insofar as the lack of awareness about free will and karma being played out, planetary and personal ascension, and a world in transformation. The vast majority of your population has no idea that volatility in Ukraine and the plane crash are parts of this transformative process. The public-at-large doesn’t know that those heart-wrenching tragedies for everyone who lost beloved persons are experiences that they and their dear ones chose for soul evolvement—the goal of every soul—and it is the same with those who are involved in the militant aspects. 

This is true in most heartrending situations, and we shall mention another that readers have asked us to speak about: the thousands of children from Central American countries who came unsupervised to the United States. They, the families who sent them there for safety, the individuals who led them across the border, and the people who are causing the violence in their native countries are experiencing what they chose in soul contracts. 

It is true as well that not everyone who is dying or mourning a loss or is injured, homeless and desperate chose those experiences, and this is the case regarding the bloodshed and destruction in Gaza. There, just as in all other places where harshness and trauma exist and are not part of the affected persons’ contracts, divine grace steps in. All who continue to endure non-chosen circumstances take leaps in evolvement and each person whose lifetime is cut short receives full credit for all contract provisions. Those who transition to Nirvana rejoice about being there and send a profusion of light to their beloved souls on the planet who are coping with the same kinds of difficult experiencing.  

We know these truths, yet it is with profound sadness that we see so much strife, suffering, heartache and killing within our beloved Earth family. We hasten to add that those moments are fleeting—the negativity of that intense feeling cannot linger in these high vibrations—and we are able to quickly resume beaming light to help you continue moving steadily toward the full brilliance of the Golden Age that awaits in the continuum. 

Because so few of your populace know what we have shared with you, prevalent feelings are grief, anger, despair and fear of what may come next. The low vibrations of those natural reactions are being offset to a large extent by the light in aid, caring and compassion streaming from all corners of Earth. Indeed, other civilizations are beaming massive amounts of light to the planet, but you on-site light-bearers are exemplifying that love-light is the only way to resolve all conflicts and end deprivation throughout your world—especially in unsettling times, let your light shine!

Worldwide, people are ready for the light! They may not know about free will, karma and multiple lifetimes or spiritual and conscious evolution or the Illuminati; but they do know your world’s history: Never have killing, placing blame and taking revenge brought the lasting peace and cooperation among nations that people are hungering for! 

This is an appropriate place to answer, Do countries accrue good or bad karma?  No, only individuals do, and karma is neither good nor bad. It is a gift of divine grace so that embodied souls may have experiences that differ greatly from other lifetimes and attain the balance required for soul growth. However, souls choose to be born where conditions offer the experiencing they selected, and that may give the appearance that specific karmic lessons affect an entire country.   

Readers have asked why the United States’ government “works against the people of that country instead of for them” and our view of the Republican party’s “stupid lawsuit against the president instead of taking care of what we the people need.” 

The primary reason the United States government isn’t more responsive to the citizenry’s needs is that some members of Congress are Illuminati and others are financed, bribed or blackmailed into voting as the Illuminati dictate. Of all nations you call “industrialized,” the United States has the most externally-controlled government—the Federal Reserve System, multinational corporations, the medical profession and its related industries and agencies all have a large say in what Congress does.

In numerous messages we have spoken about the strong souls who agreed to provide the severe hardships that masses of souls needed to wind up third density karma, then those strong souls would join the light forces; instead they became greedy and enamored of power and control and they refused to honor their pre-birth agreement. Those individuals are the Illuminati, and their activities have set back progress by ten years or so.

Earth’s ascension pace wasn’t affected, but your society’s was. The Golden Age master plan was designed so that when Barack Obama became US president in 2008, your world would eagerly support his efforts to unite all peoples in peace and harmony with Nature in accordance with Gaia’s vision. The Illuminati-led offensive against that objective has been relentless.  Even so, the light has shattered their international network and diminished the effectiveness of its remnants while engendering the expansion of grassroots movements around the globe and increasingly successful behind-the-scenes negotiations. 

As for the lawsuit against President Obama, we see it as a neon arrow pointing to the country’s serious issue that the Republican party’s most conservative contingent—“The Tea Party”—also limits the government’s responsiveness to the needs of the people. This doesn’t mean that those individuals are in the Illuminati ranks; simply, they want the country run according to their wishes and philosophies. The other Republicans, eager to sweep the party to election victories in all the states, join with Tea Party members to vote as a bloc, and their voting record shows that often it doesn’t coincide with what would benefit the majority of citizens. 

Now we shall do our best to comply with the request that we give “a simple scientific explanation of light and how it affects a civilization.”  Light, which is the same energy as love, is the essence of Creator, Source of everything in existence. Light is the most powerful force in the cosmos, the entirety of consciousness, the ingredient of souls, and the life force of every living entity. Even the peak of the dark forces has a spark of light; otherwise, it would not exist.

Light comes into this universe through its Supreme Being, whom you may call God, Allah, Jehovah, Yahweh or any other name; and everything is universally connected by and within this energy. Therefore spirit, which is considered faith, and science, which is considered fact, are one and the same: light fluctuating at one frequency or another. 

But let us return to the Beginnings of all life throughout the cosmos. Creator’s first expression of Itself created the Christed realm and the first souls, the archangels; the realm itself and the archangels are pure light. At an unknown time, Creator endowed the archangels with the gift of free will and its companion, the power of manifestation—that is, they could use Creator’s energy to make whatever they imagined, and in their first co-creational process, they made the next level of angels and gods and goddesses. Those souls also were pure light. 

At some point the archangels had the idea of making physical forms for souls who desired it—that was the origin of DNA and the elements of bodies’ “building blocks.” Within the DNA were photons, which continuously absorb and radiate the light that produces bodies with crystalline cells that contain cosmic consciousness and have the ability to live in the vibrations of the highest celestial planes.

Eventually some souls whose negative deeds dropped them from the light used their free will to downgrade the DNA of newer, less experienced civilizations. The changes made dense bodies with DNA containing electrons, which have much less light and vibrate at much lower frequencies than photons. The reduction in light caused corresponding reductions in those civilizations’ consciousness, brain functioning and life span. They lost all knowledge of their Beginnings, their weakened bodies were vulnerable to disease, and their temperaments included fear and all of its negative byproducts like cruelty, greed, anger, lust for power, unjustness, impoverishment, divisiveness and hatred—hatred is not the opposite of love, it is the absence of love, or light. Those are the conditions of third density civilizations.

It is not that no bodies on Earth have photons, and an unimaginable quantity is in the atmosphere. But electrons are dominant in the vast majority of your populace—that is why they are lagging in awakening spiritually and consciously—and throughout your world—that is why you have electric and electronic appliances and pay to use them instead of having photons’ “free” energy. The way to ascend into planes where photons outnumber electrons is by increasing the amount of light in the collective consciousness. 

Energy is neutral. It is the thought forms that get attached to energy streamers that are positive—with light—or negative—without light. The forms are created by every being’s thoughts, feelings and actions, and collectively those determine a civilization’s density, or spiritual and conscious evolvement status. That is one universal definition of density; the other is mass or the location of a mass, and the two don’t necessarily go together.  That is why Earth, a fifth density soul spiritually and consciously, can be in the initial stages of fourth density location-wise and most of her people are at third density evolvement status. Animals and plants are absorbing more light than most of humankind; at this moment, the light in people varies from brilliant to just enough to keep bodies alive. 

Now then, every person and every thing in your world emits vibrations in consonance with each form’s consciousness level, and that is determined by the amount of light in each. The atoms in inanimate objects—say a pebble, football, nail and chair—have minimal consciousness; exceptions are crystals and gold, which have a high degree. The consciousness level of soil is higher than objects and so is that of slugs, worms and short-lived insects; higher on the scale are the species of insects that have a well-developed hierarchy and clearly-defined working system within it.

The plant kingdom has a very high level of consciousness. Trees have intelligence and emotions that few people would even consider possible and extend far beyond the acorn that knows how to become a mighty oak and the apple seed that knows how to bear fruit. Tiny flower seeds know their colors and whether to blossom for a season or flourish year after year. The generally unseen, therefore unknown souls in the Devic kingdom, who work hand-in-hand with all of Nature, also are highly advanced consciously and emotionally. 

Humans and other high orders in the animal kingdom have the highest level of consciousness—instinct, intuition, memory, learning and reasoning capability, and the widest range of feelings—but only humankind also is endowed with conscience and Creator’s gift of free will. Although each living being and each inanimate thing serves a purpose in the evolutionary process of all, it is the human population that sets the pace.

Whereas all other life forms on Earth operate within their respective innate guidelines that work in harmony with Nature, people can choose to act in godly ways or not, to heed conscience or not; and their collective choices determine the civilization’s evolvement status. As humankind evolves via the light in spiritual and conscious awareness, so do all the other forms on the planet, and the collective vibratory emissions advance the entire world.  And, as a world advances, life becomes increasingly simpler and joyous!  It is only in third density’s lower vibrations that a civilization creates all the complexities born of negativity.  

Beloved brothers and sisters, we know that you want dramatic changes for the better and sometimes feel it’s a matter of a step forward, then back. Your media emphasize the “epic” film’s downside drama instead of the myriad successful achievements in villages, cities and countries around the world; and reporters don’t know about the vital developments “off camera.”  If you could view your world as we do, you would be astounded at the progress, the obstacles met and overcome, the learning—remembering!—you have mastered!  We salute you, the vanguard of light-bearers on Earth, and surround you with unconditional love.

China's probes into foreign firms spread to the auto sector Tuesday as German car giant Daimler said it was assisting authorities after reports anti-monopoly investigators raided an office of its Mercedes-Benz unit.

"We confirm that we are assisting the authorities in their investigation," Daimler Greater China said in an email to AFP.

Analysts said the move marked an escalation of previous scrutiny of foreign automakers in China, the world's largest car market, following investigations of overseas firms in several other sectors over the past year.

A team of nine anti-monopoly investigators from China's National Development and Reform Commission (NDRC) paid a surprise visit to a Mercedes-Benz premises in Shanghai on Monday, grilled employees and "forcibly" checked computers, reported Jiemian, a new media platform of state-run Shanghai United Media Group.

Daimler, maker of Mercedes-Benz and Smart cars, did not directly refer to the incident in its statement but said the matter was ongoing.

The report quoted an unnamed source saying that the investigation focused on "Benz's prices of finished automobiles and its policy of maintaining minimum prices with distributors".

"It is an escalation from what they (authorities) were doing," said Namrita Chow, principal analyst for IHS Automotive in London. "The NDRC has had probes into different pricing strategies... however, nothing was done about it."

She added the latest investigation did not appear to be into an organised pricing cartel, but rather what China considered to be unfairly high prices for spare parts and automobiles compared with other markets.

Beijing imposes heavy duties on imported cars and parts, which manufacturers say ramp up prices for Chinese consumers.

The NDRC is one of several Chinese government bodies that investigates violations of the country's "anti-monopoly" law. It is responsible for doing so from a pricing perspective.

On Sunday, Daimler announced it would slash prices of more than 10,000 spare parts for its Mercedes-Benz cars in China from September 1, according to a separate statement that linked the move to a pricing and "anti-monopoly" investigation of the entire Chinese auto industry.

Pharmaceuticals to milk powder

The Mercedes-Benz office, in a western suburb of Shanghai, includes a dealership with a showroom and a service centre.

Several showroom employees told AFP they were unaware of any investigation.

But a security guard said the premises were visited by an investigation team two days in a row.

"They were here all day yesterday and three or four hours this morning," he said.

A sign outside says it is an authorised dealer of Mercedes-Benz China and the Beijing Benz Automotive Co. -- a joint venture between Daimler and Chinese partner BAIC Motor, which has been producing Mercedes-Benz passenger cars since 2006.

Since last year, China has launched sweeping probes into alleged wrongdoings by foreign companies in several sectors, including the pharmaceutical and baby milk powder industries.

Last week, a Chinese government agency said it was investigating US software giant Microsoft for allegedly operating a monopoly in its market after raiding four of its offices around the country.

The State Administration for Industry and Commerce (SAIC), which also enforces the anti-monopoly law, said that probe centres on Microsoft's Windows operating system -- which is used on the vast majority of computers in China -- and the Office suite of programs.

The SAIC on Monday warned Microsoft not to "obstruct" the investigation in a meeting with the company's deputy general counsel Mary Snapp, according to a statement on its website.

In another chill for US tech firms, state media have said China is planning to announce US chip maker Qualcomm has monopoly status in the mobile phone chip market.

Over the weekend, a newspaper said that the government had left two foreign firms specialising in Internet security, Symantec of the United States and Russia-headquartered Kaspersky, off a list for procurement in favour of domestic firms.

And last year, China fined six baby formula producers -- all but one of them foreign -- a total of $108 million for price-fixing.

BYD builds world's biggest electric bus recharging station

BYD, China's leading car manufacturing company, has reportedly built the world's biggest electric bus recharging station that can simultaneously dock 300 buses, reports our Chinese-language sister newspaper China Times.

The recharging station is located in Jiangsu province's capital city of Nanjing. The station, already in operation, includes 150 recharging devices. BYD's achievement is seen as China's determination to develop and promote the use of new energy.

China's authorities announced on July 30 that they will provide preferential electricity subsidies for people who recharge their electric cars. The new policy aims at lowering the costs of recharging electric vehicles to incentivize the use of electric cars.

More recharging booths would be a boon for China's domestic automotive industry, as long as they were distributed across all regions and considered population and driver density.

Each recharging pillar only costs 10,000 yuan (US$1,618) to build. This is pocket change for the Chinese government. The cost for a recharging station is similar to that of a petrol station.

The more recharging stations there are, the more consumers are willing to switch to the use of new energy, said one spokesman in the automotive industry.

BYD intends to build in total 21 recharging stations in Nanjing, which would consist of 976 recharging pillars. They have not given a time frame for completion.

BYD will also provide electric vehicles for the Youth Olympic Games held in Nanjing from Aug. 16 to Aug. 28.

GOP lawmaker: You will ‘rethink everything’ when full 9/11 report is released

A Republican lawmaker renewed his call for the release of 28 redacted pages from the investigative report into the 9/11 terrorist attacks — which a left-wing fringe group claims implicates the British monarchy.

Rep. Thomas Massie (R-KY) appeared Wednesday on the Glenn Beck Program to discuss the excerpt, which he and two other current lawmakers and one former lawmaker were permitted to read earlier this year.

The Tea Party-backed freshman lawmaker, who was one of five House Republicans who voted against authorizing Speaker John Boehner to sue President Barack Obama, posted video earlier this month from a news conference on those classified portions of the “Joint Inquiry into Intelligence Community Activities Before and After the Terrorist Attacks of September 11, 2001.” 

“It is sort of shocking when you read it,” Massie told reporters. “As I read it, we all had our own experience, I had to stop every couple of pages and absorb and try to rearrange my understanding of history for the past 13 years and the years leading up to that. It challenges you to rethink everything.”

Massie appeared alongside Reps. Walter Jones (R-NC) and Stephen Lynch (D-MA), who cosponsored legislation to release the classified pages after being allowed to read them – but not to publicly discuss their contents.

Although the news conference was held in March, the newly posted video prompted renewed online coverage – and an invitation to appear on Beck’s syndicated radio program.

Massie told Beck the revelations would not “tear our country apart,” although he said there would be “anger, frustration, and embarrassment when these 28 pages finally come out.”

“If we’re going to use 9/11 as a motivation to get involved in these civil wars in the Middle East, (lawmakers and the public) need to read these pages and understand what truly caused 9/11 and who our friends are and who our enemies are,” Massie said.

According to Jones’ friends in the Lyndon LaRouche movement, which has claimed knowledge of some contents of those 28 pages since at least 2009, those duplicitous friends are Great Britain and Saudi Arabia.

“We know exactly who did it: It was done by the British monarchy,” said LaRouche, the conspiracy theorist and perennial candidate for president. “The British monarchy set the whole thing up. That’s the guilty party, and that’s what the cover-up is all about.”

LaRouche has suggested for years that Britain controls the world’s political economy and international drug trade using strategies – such as funding terrorists to destabilize nation-states – developed by medieval Venice.

Jones and Lynch pressed for months to gain access to the redacted documents – which are left blank in the published report.

Jones has appeared on the LaRouche PAC’s radio program and has addressed the LaRouche movement’s Schiller Institute.

LaRouche’s website contains a number of links to documents suggesting 9/11 – as well as the Sept. 11, 2012, terrorist attacks in Benghazi, Libya – was funded as part of the ongoing Al Yamamah weapons-for-oil deal set up by the British aerospace company BAE Systems and the Saudi government.

LaRouche’s “Executive Intelligence Review” publication claims to have evidence about the findings provided by former Sen. Bob Graham (D-FL), who has seen the 28 redacted pages and has called for additional investigation into the Saudis’ role in 9/11.

“Despite the carefully orchestrated campaign to protect our Saudi ‘friends,’ ample evidence of Saudi Arabia’s intimate ties to al-Qaeda and the 9/11 attacks has come to light,” Graham said.

Bob Kerrey, a former U.S. senator who served on the 9/11 Commission, has also suggested the role of Saudi Arabia needs to be further investigated. A U.S. counter-terrorism report released in 2008 concluded Saudi Arabia was the leading source of money for Al Qaeda.

One of those times might be frightening for you to know about, since it was a full cooperation with Gaia for your termination, and a pandemic almost wiped humanity off the map. A pandemic! Now, you say, "What has that got to do with Human consciousness, Kryon?" Pay attention, dear ones, because this is the day where the teaching was given by my partner, and he put together the Nine Human Attributes. One of the attribute sets included three Gaia attributes and one of them was the consciousness of the planet. Gaia is related to Human consciousness!

Are you starting to connect the dots? You are connected to this planet in a profound and spiritual way. As goes humanity goes the planet's consciousness. Gaia, Mother Nature, whatever you want to call it, cooperates with Human consciousness. If you spend 1,000 years killing each other, then Gaia will do its best to cooperate with your desires! Gaia will look at Human consciousness and try to help with what you have shown you like to do! Did you know this role of Gaia with you? It's a partner with you, fast tracking what you give to it. You may wish to review what the indigenous of the planet still understand. Gaia is a partner!

Pandemic: Don't you find it odd that in the last 50 years, when you have a population of seven billion Human Beings, with up to 2,000 airplanes in the air at any given moment, going between almost every conceivable place, that there has not been a pandemic in your lifetime? There have been five starts of potential pandemics over the last 20 years, yet none became serious. Did any of you put this together? Dear ones, when the world was far less populated a few hundred years ago, with no mass travel to spread a virus, there were still millions wiped out by a pandemic. With the increased population and mass travel, there is far more danger today than before. It doesn't make sense, does it? What happened to stop it?

When you know humanity's relationship to Gaia, it makes sense. Gaia is a life-force that is your partner, watching you change the balance of light and dark and reflecting what Humans want. It has polarity, too! Perhaps it's time to start your meditations with thanking your planet Earth for supporting you in the spirituality of your Akash, for always being with you, a life-force that is always present. The ancients started their ceremonies in that way. Have you forgotten?

Ebola

Now, I've just set the stage for the next subject, haven't I? Ebola. Are you afraid yet? Gaia is a life-force that is a part of Human consciousness. My partner put it on the screen today so you could see the connections [during the lecture series]. Now it's time to connect the dots. Dear one, Gaia is in the battle, too, for here comes something scary that you haven't had in your lifetime and you're afraid of it - the potential of a pandemic on the planet.

There's a very famous film that has some dialogue that my partner will quote. Some of you will know it and some of you won't, but here it is: "Have a little fire, scarecrow?" What are you afraid of? Darkness? Gaia is in the battle with you and is actively pursuing solutions through light. The energy of the planet is with you in this fight! The ebola virus is a shock and a surprise. It is propelled by ignorance and fear, so it can flourish. Look at where it started and look at how it gets its ability to continue. It expands its fear and power easily with those who believe it's a curse instead of those who understand the science.

Villages are filled with those who refuse to leave their family members because they believe the disease is a curse! FEAR! Instead of understanding that they should be in isolation from the virus, the family dies together through ignorance and fear. This represents how darkness works. Are you going to become afraid also? Dear ones, ebola will be conquered. Know this and be at peace. Pray for light for those in the villages who are afraid, that they can know more about how to keep the spread of this disease and live to see their families. .”

Thailand's ruling junta has approved a $23 billion (£13.6bn) transport project that will see two high-speed railways link up directly with China by 2021, in a move seen as a further consolidation of Chinese power in the region.

The National Council for Peace and Order (NCPO), headed by Gen Prayuth Chan-ocha - who took control of Thailand in a bloodless military coup in May - unveiled plans this week connecting the northern border town of Nong Khai with Map Ta Phut, located south-east of Bangkok. Chaing Khong, just south of the Laos capital Vientiane, will also be connected to Ban Phachi, in the central Ayutthaya regions.

The railway lines will link up directly to Kunming, in China's southern Yunnan province, in what analysts have termed Chinese "high-speed railway diplomacy".

China is looking to build a 3,000km (1,860m) high-speed line from Kunming all the way down to Singapore, passing through Laos, Thailand and Malaysia — a project that would increase China's GDP and those of the involved nations by $375b, a former Chinese railway chairman told the China Daily.

According to China Railway Corp, it appears the Kunming-Singapore line will be constructed in four stages, from Kunming to Vientiane, Vientiane to Bangkok, Bangkok to Kuala Lumpur, and Kuala Lumpur to Singapore. Construction of the Thai lines is planned to begin next year as part of the new eight-year 741.4 billion baht ($23.3bn) infrastructure development project connecting Bangkok and other key cities with airports, seaports, border areas and cargo depots, the Bangkok Post reported, with some 106 new trains added to the existing fleet. Six dual-track railway lines will also be constructed under the same scheme.

The two routes comprise nearly 1,400km in total but unlike many other high-speed trains, which generally run at a speed of 200 km per hour, will only be able to run at 160 km per hour until further investment would allow a higher-speed system.

Chinese officials involved in the project have described the deal as a major scoop for the Chinese government, which had earlier struck a deal with former prime minister Yingluck Shinawatra — only to see the project initially rejected by the junta when it came to power.

Now the military government has approved the project, "there will be huge room for cooperation [between China and Thailand]," Yang Yong of the China Railway Corp told China Daily, adding that Chinese engineers had been involved in feasibility research for the high-speed lines, and Chinese companies were directly helping to modernise Thailand's railway system.

The effect of high-speed rail is likely to change South-east Asia and the way it does business for good, says Geoff Wade of the College of Asia and the Pacific at the Australian National University.

"When the people of the mainland countries soon find, through the convenience of [high-speed railways], that Kunming is their 'closest neighbour' but a few hours away, the Yunnan capital will gradually emerge as the hub of the Greater Mekong Region and will eventually become, in effect, the capital of mainland Southeast Asia," Wade wrote on the Australian Strategic Policy Institute Blog.

Thousands of emergency workers and soldiers were deployed to Kaohsiung, Taiwan's second-largest city on Friday, where an operation was ongoing to search for both survivors and victims of the blasts.

Several people were reported missing and local media reports indicated that the death toll could rise sharply.

Four firefighters who had been called to the area to investigate a possible gas leak were reported to have been among those killed in the explosions, which occurred several hours after their arrival.

The blasts, which occurred in a district of Kaohsiung that is packed with shops and apartment buildings, hurled concrete and vehicles through the air and ripped open large craters in several streets.

Taiwan's minister of economic affairs told a press conference on Friday, that the source of the blasts appeared to have been a gas that is a by-product of the processing of fossil fuels.

"Based on our preliminary investigation, the gases spilled included propene," Chang Chia-juch said.

Urban gas pipes to be checked

The gas line that exploded belongs to the state-owned CPC Corporation, according to the Associated Press. The source and cause of the leak was not immediately clear.

Whatever the cause of the blast, Tiawan's president, Ma Ying-jeou pledged that all pipes used by petrochemical companies under urban areas would be checked to avoid a recurrence of the incident.

"We will make further arrangements and inspections to avoid this kind of disaster from occurring again," President Ma said in comments broadcast on Taiwanese television.

The president also expressed his condolences to the families of the victims.

Japanese electronics giant Panasonic and US electric vehicle maker Tesla Motors (Xetra: A1CX3T - news) said Thursday they will jointly build and operate a huge lithium ion battery plant known as the Gigafactory.

Under the deal, Tesla will run the operations at the proposed US-based plant, while its Japanese partner will make battery cells destined for the plant and invest in equipment and machinery, according to a joint statement.

The companies did not disclose financial details, a location or other terms of the agreement.

Japanese media previously reported that Panasonic would invest as much as 30 billion yen ($290 million) in the multi-billion-dollar plant.

The pair said the large-scale plant should drive down the cost of batteries and eventually help popularise electric vehicles.

The Gigafactory will produce battery cells, modules and packs for Tesla's electric vehicles.

Some 6,500 people are expected to work at the facility.

"The Gigafactory is being created to enable a continuous reduction in the cost of long range battery packs in parallel with manufacturing at the volumes required to enable Tesla to meet its goal of advancing mass market electric vehicles," the joint statement said.

The UK is to encourage the development of driverless cars on its roads, it was announced on Wednesday, with a multimillion-pound research fund and a review into the relevant laws around road safety.

The business secretary, Vince Cable, said a £10m fund will be made available for driverless car researchers in the UK, joint funded by the Department for Business, Innovation and Skills (Bis) and the Department for Transport (DfT).

“The excellence of our scientists and engineers has established the UK as pioneers in the development of driverless vehicles through pilot projects,” said Cable. “Today’s announcement will see driverless cars take to our streets in less than six months, putting us at the forefront of this transformational technology and opening up new opportunities for our economy and society.”

Fully autonomous and driver-equipped

The DfT will also kick off a review process of the laws governing road use, including the Highway Code and the Road Safety Act, to permit the testing of driverless cars on public roads, Cable said while visiting the technology and engineering company Mira in Nuneaton.

Two types of testing will be reviewed for public roads: fully autonomous cars without a driver, and those with a qualified driver who could take control at any time, similar to laws in the US where driverless cars have been tested on public roads since 2011 in some states.

The review process will conclude in a report submitted to government by the end of 2014, a spokesperson for DfT told the Guardian.

Research groups to apply for government money

The £10m fund will be governed by the UK’s innovation agency the Technology Strategy Board.

Interested local research institutions will be able to apply for funding by submitting a business case paired with a local city or authority as to why driverless cars are a viable transport solution in their area.

Three cities across the UK will be selected to host driverless car trials from next year, with each test to last between 18 and 36 months starting in January 2015. The deadline for driverless car research applications will be 1 October.

The fund was first announced by the chancellor, George Osborne, in December as part of the national infrastructure plan.

Google’s driverless cars hit headlines and the public consciousness in May, when the search giant announced a brand new bespoke prototype design.

‘A big leap of faith needed by drivers’

The UK has various groups already working on driverless car technology, including engineers at the University of Oxford and engineering firm Mira, which provides autonomous vehicle technology to the military and has been testing driverless cars on a 850 acre site in the Midlands.

“Today’s announcement takes us closer to seeing fully autonomous vehicles on our roads but it will take some time for them to become commonplace,” said Edmund King president of the AA.

“Cars are becoming more automated with the introduction of assistance systems to aid parking; keeping a safe distance from the car in front; or lane departure warning systems,” said David Bruce, director of AA Cars.

“However, there is a big leap of faith needed by drivers from embracing assistance systems to accepting the fully automated car. Two-thirds of AA members still enjoy driving too much to want a fully automated car,” Bruce said.

‘Britain brilliantly placed to lead the world’

“Driverless cars have huge potential to transform the UK’s transport network – they could improve safety, reduce congestion and lower emissions, particularly CO2,” said the transport minister, Claire Perry, who committed to the regulatory review of road law.

“Britain is brilliantly placed to lead the world in driverless technology,” said the science minister, Greg Clark. “It combines our strengths in cars, satellites, big data and urban design; with huge potential benefits for future jobs and for the consumer.”

Driverless cars are expected to begin being tested on public roads in 2015, although the DfT could not provide a timescale beyond report submission to the government by the end of 2014.

“This competition for funding has the potential to establish the UK as the global hub for the development and testing of driverless vehicles in real-world urban environments, helping to deepen our understanding of the impact on road users and wider society,” said Iain Gray, chief executive of the Technology Strategy Board.

“The ability to test driverless cars at scale, when married to the UK’s unique strengths in transport technologies and urban planning, will also attract further investment, helping to establish new design and manufacturing supply chains, driving forward UK economic growth,” Gray said.

Dr Geoff Davis, chief commercial and technical officer of Mira said he welcomed the news.

“Our 10 years of experience developing driverless car solutions with successful applications in defence and security as well as cooperative systems in road transport applications means we are already working on a number of projects that explore the potential of connected and cooperative driverless cars,” Davis said.

Families of the passengers and crew members on board missing flight MH370 have begun offering counselling to the relatives of those who died last week on downed flight MH17.

The remains of MH17 victims are not expected to arrive back in Malaysia for many more weeks. "No one deserves to go through what they're going through," said Jacquita Gonzalez, wife of MH370 in-flight supervisor Patrick Francis Gomez.

"Right now they [the MH17 bereaved] are like we were in the beginning: quiet and wanting their space. But we are here for them, we actually know what they're going through, we know this is so painful, so hard."

The offer came at a crucial time just one week after Malaysia Airlines flight MH17 crashed in the early hours of Friday 18 July in the Donetsk region on the Ukraine-Russia border, where it is believed pro-Russia separatists fired a surface-to-air missile at the aircraft, killing all 298 people on board.

Malaysia's prime minister, Najib Razak – who was lauded last week after negotiating directly with pro-Russia separatists for the return of the black boxes and the passengers' remains – had previously stated that the Malaysian remains were expected by the end of Ramadan. But he confirmed last week that their return could take much longer owing to forensic testing in the Netherlands, where the remains of 282 passengers – including 43 Malaysians, among them 15 crew – arrived on Wednesday.

"There are technicalities and legal requirements that cannot be avoided," he said. "It is highly unlikely for the remains to be brought back soon."

Dutch experts have now begun the difficult process of verifying and identifying the remains using DNA samples collected from next-of-kin. A special Malaysian crisis team, as well as a group of psychologists, chemists, forensics experts and police, are currently in Kharkiv to help with the investigation, while six other hospital teams in Malaysia are awaiting the remains once they arrive back from Holland via C-130 military plane, local media reported.

Malaysia Airlines and Malaysia's department of civil aviation are also working on removing all evidence from the crash site for further investigation – a complicated endeavour given that the site is on the frontline of a war zone.

"[T]he bodies may have to remain [in Holland] longer for a post-mortem to determine the elements of criminality," the health minister, Subramaniam Sathasivam told the New Straits Times.

"There is strong suspicion that the plane was shot down. There is a possibility that countries affected may want to seek justice for their citizens."

He added that the amount of evidence required to build a criminal case would take time and potentially delay the eventual repatriation of the bodies.

The victims' friends and families have been left saddened that they will not be able to receive the bodies as soon as they had hoped.

Murphy Govind, the brother of MH17 stewardess Angeline Premila Rajandran, said: "It is sad that the bodies will not be home before [Eid, the end of the fasting period] but there's nothing we can do. We can just hope for the best.

"As long as the Dutch people are doing their job identifying the bodies, we just hope that they can do it as soon as possible."

The tragedy has added further pain to a nation reeling after Malaysia Airlines flight MH370 disappeared on 8 March, and is believed to have crashed in the southern Indian Ocean. For the family and friends of those on board MH370, the crash of MH17 is a stark reminder of how little closure there is for understanding what happened to the 239 people on board.

"I'm glad that MH17 is being settled and at least they have the remains coming back, they know where the plane is – now it's about who's at fault an who did that," said Gonzalez, who met her husband when she was 12, married him at 22, and was grieving on his 51st birthday last Thursday.

"But we are still in limbo, we don't know anything because we haven't heard anything about MH370 … We also want closure, we want to know what happened."

Instead of drawing the nation together, in some ways, the double tragedy has further amplified religious tension among Malaysians, who comprise Chinese, Indians and ethnic Malay Muslims.

It is often argued that Malay Muslims receive special benefits not available to other Malaysians, from government positions to scholarships.

A government announcement that "special arrangements" had been made for the remains of the 21 Muslim passengers on board MH17, with the Islamic religious and development departments providing logistics and a special burial site, was questioned over the lack of clarity on how the remaining Malaysian bodies would be handled.

"The fact that the Malaysian government is announcing special arrangements for only less than half of the total number of Malaysians killed in this tragedy seems a little awkward," one news report noted.

Adding to controversy, an MP caused an uproar after by telling parliament alcohol and revealing uniforms should be banned from all Malaysian flights to avoid "Allah's wrath". "If smoking is prohibited on flights, what more alcohol? This must not be allowed on our flights," said Siti Zailah Yusof, speaking in parliament earlier this week.

"Another thing the government should pay attention to is the dress code of female flight attendants, especially Muslim flight attendants.

"No one should die in sin … This must be taken into consideration: we cannot stop Allah's wrath."

Siti's comments were met with derision and disbelief by citizens and NGOs alike, who called her comments "sexist, discriminatory and condescending".

"Such a statement is insensitive and irrelevant, especially at a time when the grieving nation is still recovering," said human rights NGO Empower in a statement. "The MP failed to understand that the victims died because MH17 was shot down by perpetrators who have still not been brought to justice."
